Applications are open until Wednesday, July 22 for the Small Business Program for Utility Relief (SPUR).  The City of Portland expects to help between 200 and 300 businesses with one-time credits between $1,000 and $10,000 towards stormwater/sewer/water bills.  

The SPUR program will prioritize businesses owned by Black, Indigenous, and all People of Color (BIPOC).  

Can My Business Apply?

Make sure your business meets all these requirements: 

  • Receives sewer/stormwater/water service from the City of Portland. 
  • Has lost revenue because of the pandemic. 
  • Has an annual gross revenue of two million dollars or less. 
  • Has fifty or fewer employees. 
  • Was operating and in compliance with State of Oregon registration requirements on or before July 1, 2019. 

Apply online. Applications are available in English, Spanish, Vietnamese, Chinese, and Russian. Interpreters are available for those who would like support in other languages. Applicants may call the Portland Water Bureau with questions or to request an interpreter 503-823-7770 to request an interpreter.
