Applications are open until Wednesday, July 22 for the Small Business Program for Utility Relief (SPUR). The City of Portland expects to help between 200 and 300 businesses with one-time credits between $1,000 and $10,000 towards stormwater/sewer/water bills.
The SPUR program will prioritize businesses owned by Black, Indigenous, and all People of Color (BIPOC).

Apply online. Applications are available in English, Spanish, Vietnamese, Chinese, and Russian. Interpreters are available for those who would like support in other languages.
