Multnomah County Charter
By Bernie Foster | The Skanner News

In light of Multnomah County’s investigation into Loretta Smith, I’d like to point to the county’s charter (below) which states that the Chair (Kafoury) of the Board:

“Shall have sole authority to appoint, order, direct and discharge administrative officers and employees of the county, except for the personal staff, employees or agents of elective county offices.”

Ms. Smith is an elected county official that represents District 2. She cannot be discharged by the Chair, only by recall petition. So we’d like to hear what our readers think.
