Chelsea Deloney, an 18-year-old English major at Concordia University, has been crowned as the winner of the 2009 Miss Black Oregon USA Scholarship Competition. In ceremonies held Feb. 28 at the Scottish Rite Center, Deloney thrilled judges during the question-and-answer portion of the competition. Contestants were also judged on a personal interview, health and fitness, talent, and deportment in an evening gown. She will advance to represent the state of Oregon in the National Miss Black USA Scholarship 2009 competition in Washington D.C. in July, vying for a $10,000 college Scholarship. The runner-ups were Misty Yadon, 24, of the University of Portland; Kalia Hata-Watts 18, of Grant High; Akilah Johnson, 26, and Kiara Penson, 17, of Benson High School.
