Separate sealed bids for the CAMPEN CREEK CULVERT REPLACEMENTS AND STORM

MODIFICATIONS project consisting of:

The replacement of three corrugated metal pipe culvert systems along Campen Creek at ‘M’

Street, a private drive south of ‘M’ Street, and ‘J’ Street with precast concrete three sided culvert

structures. Other improvements include storm sewer improvements on ‘Q’ Street and ‘J’ Street in

the vicinity of 39th Street and includes the installation of new manholes along the existing storm

sewer main, replacing catch basins and laterals, and installing a new ditch inlet with lateral.

Roadway improvements at the culvert replacement locations include the reconstruction of parts of

39th Street, ‘M’ Street and ‘J’ Street including sidewalk, curb and gutter, striping, and surface

restorations. Other improvements include the installation of a new guardrail system and waterline

relocations.

until 2:00 P.M. on July 19, 2012, and then at said office publicly opened and read aloud.

CONTRACT PROVISIONS, PLANS, AND BID PROPOSAL forms may be obtained by going

to the City’s online plan center at ( http://plancenter.swca.org/site/washougal ). This online plan

center provides Bidders with free of charge access to these documents with the ability to email,

download, and view full/partial plan sets and any addenda. If a Bidder has not previously done

so, the Bidder will need to create a free user account.

Information copies of the contract provisions, plans, and bid proposal are also on file for

inspection at the City of Washougal, City Hall, 1701 ‘C’ Street, Washougal, WA 98671

This project will require enrollment and participation in the “E-Verify” program through the

Department of Homeland Security. “E-Verify” enrollment will apply to both the successful

contractor and their respective subcontractors.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check,

cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid

proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory

performance bond within the time stated in the specifications, the bid proposal deposit shall be

forfeited to the City of Washougal. No bid will be considered unless fully completed in the

manner provided in the "Instruction to Bidders" upon the bid form provided by the Engineer.

The Owner reserves the right to reject any or all bids and to waive all informalities. No bidder

may withdraw or modify his bid after the hour set for the opening and thereafter until the lapse of

forty-five (45) days from the bid opening.

Attention is called to the minimum wages as set forth in the contract documents.

The City of Washougal in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252,

42 U.S.C. 2000d to 2000d-4 and Title 49, code of Federal Regulations, Department of

Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally

assisted programs of the Department of Transportation issued pursuant to such Act, hereby

notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to

this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit

bids in response to this invitation and will not be discriminated against on the grounds of race,

color, or national origin in consideration for an award.
