PROJECT: Sail River Heights Subdivision

Separate sealed Bids for the construction of a new 77-lot subdivision, including access improvements, structures, lot grading, and infrastructure such as water distribution, wastewater collection/conveyance, water storage tank, water booster pumps, and stormwater collection/conveyance/detention. The Owner is a federally recognized Indian Tribe and the Construction site is on land held in trust by the United States for the Tribe located within the boundaries of the Tribe's reservation.
Bids will be received by Monica Green,, at P.O. Box 115 -or- 201 Resort Road, Neah Bay, WA 98357 until 4:00 pm, prevailing local time, on Thursday August 6th, 2009, and then at said office publicly opened and read aloud.
Bids must be completed on a unit price basis as indicated on the Bid Schedule, and the total shall be used for the purpose of comparison of Bids on the construction of improvements to the Sail River Heights Subdivision as called for in the contract plans and specifications and/or necessary to complete the work described within. The project has federal funding and is subject to prevailing (Davis-Bacon) wage rates.
Notice: The Sail River Heights subdivision is financed in whole or in part by grants from federal agencies, USDA and HUD in particular. Owner's entry into a contract is contingent on the Owner's receipt of such grant funding.
Bid Procedures and Conditions, Bid Forms, Drawings, Specifications, and other Documents, collectively referred to as Bid Documents, and may be purchased from the following Plans Centers:

Printed copies of the Bid Documents are available by mail, or for viewing or pickup through either of the above Plans Centers. Printing fee is non-refundable. Verify actual cost beforehand directly with the print center. Kindly allow at least 24 hours advance notice for ordering. Only complete document sets will be issued.
The OWNER reserves the right to waive any informalities, minor defects, or to reject any or all bids and award in the best interest of the Tribe.
Each bidder must deposit, with their bid, security in the amount of 5 percent of the total bid amount, subject to the conditions provided in the bid procedures and conditions. The estimated project cost range is $4,000,000 to $5,000,000.
A Pre-Bid Conference will be convened Tuesday, July 21, 2009 at 1:00 p.m. at Makah Tribal Housing Department, 201 Resort Drive, Neah Bay, WA 98357.
No bidder may withdraw their bid within ninety days after the actual date of the opening thereof.
