REQUEST FOR PROPOSALS 3237 METRO Communities of Color Research and Communication Metro, a metropolitan service district organized under the laws of the State of Oregon and the Metro Charter, located at 600 NE Grand Avenue, Portland, OR 97232-2736, is requesting proposals for Communities of Color research and communication. Selected contractor(s) will work with Metro staff, stakeholders and a community advisory group to research and create a set of recommendations for messages and outreach tactics that provide communities of color equitable access to transportation options, recycling and garbage information, parks services and other information, services and facilities provided by Metro. Contractor(s) will devise research framework, implement research plan, provide communications recommendations and implement two pilot projects based on those recommendations. Sealed proposals are due no later than 2:00 p.m. November 3, 2016 in Metro’s business offices at 600 NE Grand Avenue, Portland, OR 97232-2736, Attention: Julie Hoffman, Procurement Analyst, RFP 3237. Ad Deadline: Print Ads must be ordered and paid for by 1:00 p.m. on Monday in order to make the deadline each week. The Skanner News comes out on Wednesdays. Ads in will run through the following Wednesday.

Print Image Quality Specs: For print ads requiring an image, please submit the image in as high-res as you can to Jerry Forster at Advertising@TheSkanner.com. We recommend at least 300dpi for best results in the printed newspaper.


Online Image Quality Specs: For web-based ads, we recommend at least 72dpi for best viewing. Images and logos will be sized according to editorial discretion, based on the image orientation (width, height, etc.).

Online Ads will run seven days from first posting (although, 2, 3 and 4 week durations are available).

Image Format: For web, we recommend JPG format, although GIF or PNG may also be acceptable.

Payment Options: The Skanner News accepts PayPal for ads placed online. To pay for ads via other means (checks, credit cards, etc.), please contact accounting@theskanner.com.

Ad Costs: To calculate the cost of your ad, please visit and fill out our online classified advertising form. There you can calculate your ad cost, and will be presented with a PayPal link to make Payment once you're satisfied.
